    When do I need to prepare an SED to be filed with CBP?

    An exporter in the U.S. is usually required to prepare an Shippers Export Declaration (SED) when the value of the commodity classified under each individual schedule B number is $2,500 or more or a validated export license is required to export the commodity. The exporter is responsible for preparing the SED and the carrier files it with U.S. Customs and Border Protection (CBP). The Shippers Export Declaration and instructions "The Correct Way to fill out an SED" are on the Census Bureau's Website. Prior to exporting, the exporter should acquire the schedule B number for the commodity they intend to export. In most cases, this number should be put on the SED to identify the goods being exported. This number can be obtained from the Census Bureau at (301) 763-3047. If the exporter is sending baggage or containers with their personal or household goods valued at $2,500 or more to a foreign destination, other than Canada, they must prepare an SED and the carrier will file the SED with CBP. However, a schedule B number is not required. The statement “Shipment consists of baggage, personal effects etc.” will suffice. If the exporter is sending goods through the U.S. Postal Service they will have to prepare an SED only if the entire shipment is valued at $2,500 or more or if it requires an export license. The exporter should submit the SED to the post office. There are instances when an exporter does not have to prepare an SED. Some examples of when an SED does not have to be prepared by an exporter and filed by the carrier are as follows: Exporters sending shipments in which the ultimate destination is Canada or an U.S. possession (i.e. Guam and Samoa), except those requiring an export license do not have to prepare an SED. However, if the shipments ultimate destination is the U.S. Virgin Islands or Puerto Rico the exporter has to prepare an SED. Travelers transporting baggage with their household or personal goods that are not intended for sale outside the United States do not have to prepare an SED.
